Like a good sequel, it improves and streamlines the bumpy parts of the first game. Gone are costly weapon upgrades, replaced by "just leveling up" and cosmetics.
The tactical gameplay I liked from the first game was back, but the open-world levels were more filler than focus. The story levels themselves were varied and interesting, but there were plenty of random encounters that were too easy. The big cast could have dropped a few characters without missing much. And, the story was pretty bad and missing much of the humor from before. Also, the shopping wasn't especially compelling.
It scores this highly on the strength of its core gameplay, in spite of basically everything else (like how badly it ran on the Switch).
