There's a really interesting, prescient plot about whether machines can make decisions. Unfortunately, it's buried under a pair of leads that lack chemistry and a bunch of characters decisions that make no sense. There is some cool 80s phone phreaking, but there are also a lot of long shots of light bulb panels. It's fun for what it is, there are better computer movies out there.
